Instructions :
Cook the Stellini pasta according to package instructions. Drain and set aside.
In a large skillet, melt the butter over medium heat. Stir in the flour and cook for about 1 minute, stirring constantly.
Gradually whisk in the milk, ensuring no lumps form. Continue to cook and stir until the sauce thickens, about 5 minutes.
Stir in the grated mozzarella until melted and combined. Remove from heat and set aside.
In another skillet, heat some vegetable oil over medium-high heat. Sauté the onion and garlic until softened, about 3-4 minutes.
Add the minced meat to the skillet. Season with salt, nutmeg, and meat seasoning. Cook, breaking up the meat, until browned and cooked through, about 5-7 minutes.
Stir in the tomato sauce and cook for an additional 2-3 minutes.
Combine the cooked pasta with the cheese sauce and meat mixture, stirring until well combined.
